Study: Smoking ban hurts sales ; Federal Reserve report cites 5 percent decline.

Columbia's dining establishments have seen about a 5 percent average decrease in sales since the local smoking ban took effect Jan. 9, according to a new report that studied the economic impact of the ban in its first seven months.

The report was conducted by Michael Pakko, a research officer and economist with the Federal Reserve Bank of St. Louis. He examined monthly sales-tax revenues for bars and restaurants from January 2001 to July 2007 to see if the smoking ban had an impact.
