DAYTON -- East Dayton resident Sarah Hartman bought her Huffman Avenue home more than a year ago with the hope other families would follow.

The young mother says she's encouraged that three families have carved out a neighborhood in the center of the block, but worries that a set of broken-down duplexes at either end are what catch the eyes of perspective home buyers.

"I don't see things in the neighborhood getting better," Hartman said.
