Bush Acts to Buttress Aquino;Envoy Bears Message of Support and Warning

President Bush dispatched deputy national security adviser Robert M. Gates to Manila yesterday in a show of support for the troubled government of Philippine President Corazon Aquino. Two senior administration officials said Gates is carrying a private message urging Aquino to "get your house in order."

The Gates mission was arranged in the last five days amid concern that Aquino may be the target of another coup attempt, the officials said. "The most pressing problem is stability," said one official familiar with the trip.
