For the past three years, a strange sight has greeted those
passing by the gates of Elgin Mill in Kanpur's Civil Lines area.
Dozens of labourers retrenched from their jobs have been on a relay
fast for over a thousand days now, but the Government in Lucknow
remains unmoved.
One of northern India's major industrial centres once-it used to
be referred to as the Manchester of the East-Kanpur is now a
graveyard of industries. In the past 15-18 years, nearly 50 big and
small industrial units have downed their shutters, leaving more than
