Sandinistas' Sharing in Power Roils Nicaragua;Lingering Role in Army, Police Defended as Means of Fostering a Loyal Opposition

When Sandinista militants barricaded the streets of Managua last
summer, setting tires ablaze and forcing commerce and transport to
halt, Antonio Lacayo summoned the top Sandinista leadership to an
emergency meeting.
Lacayo, President Violeta Chamorro's son-in-law and top
minister, fixed former president Daniel Ortega in his owlish gaze
and made him an offer.
"What do you want?" he said. "Do the Sandinistas want to take
over the government? If you want the keys to Dona Violeta's office I
can get them for you in 15 minutes."
