Ethiopia Proposes Eritrea Vote In Exchange for Port Access

The interim leadership announced a proposed accord yesterday that would allow the province of Eritrea to vote on independence in two years in exchange for access to a vital port.

Rival factions also agreed to create an independent judiciary within the interim government. The decision followed two days of debate by a national conference meeting to draw up a temporary charter for governing the country while transitional leaders write a constitution.
