The lobbyist for the U.S. Chamber of Commerce calls it "a great benefit but a lousy law." One hundred and twenty-five nations, including every industrialized society except the United States, beg to differ. They have a law.

The long campaign to enact a parental leave law in this country entered its seventh year in Congress yesterday as the House Committee on Education and Labor approved by voice vote a bill that would require large employers to provide 12 weeks of unpaid leave and continued health benefits to workers at the time of childbirth, adoption or family medical emergencies.
