Never let it be said about Jack Kemp that he can't talk and
chew pasta at the same time.
"We've redlined the whole country!" the secretary of housing
and urban development was shouting over lunch today, as he touted
his idea to give tax breaks to businesses that move to the inner
cities. "There's no capital! There's no oxygen! We're starving!
We're choking! The inner city is choking the most, and we sit
around debating, talking and eating pasta! Aren't you offended?"
