Problems of trading milk quota across Euro borders

I spend much of my time advising farmers on matters of European Law, and one of its principles is that there should be the free movement of trade in goods.

I therefore cannot explain on policy grounds why it has not been possible to move milk quota between borders. In my view the current Dairy Produce Quota Regulation clauses prevent this trade.

So I was very surprised to see one of the leading quota traders in this country reporting on his website that he had a few weeks before signed 15 contracts between British and Italian dairy farmers to transfer milk quota from the UK to Italy.
