illustrates the sort of hard-nosed commercial issue that lies at the
heart of the Bush administration's worries about a biodiversity
treaty to be signed later this week at the United Nations Earth
Summit.
Costa Rica is a reserve of biological diversity. It has a
population of only 3 million homo sapiens - about .05 percent of the
world's total - but its small territory contains as much as 5
percent of all the other species of flora and fauna that exist on
