Public services in Scotland will today be set a challenge by
Finance Minister Tom McCabe to take their future into their own
hands.
But the Tories set him a challenge of their own, urging him to use
it as an opportunity to improve health and education services.
A keenly-anticipated document, aimed at generating debate on the
