The Arab League has done it before, mustering its political will in 1976 to send peacekeepers to one of its member states, civil-war wracked Lebanon, as it deteriorated into violent disarray.

Almost three decades later, Arabs are again grappling with what they could do to save another Arab state, this time Iraq, from further bloodshed and instability following the U.S.-led invasion that toppled Saddam Hussein.
