Voters on the French Caribbean islands of Guadeloupe and Martinique made a strong statement that they don't want to chance altering their relationship to Paris, voting down reforms that could have given greater power to their local governments.

The two smaller territories of St. Martin and St. Barts, however, voted in Sunday's referendum to create their own legislatures with direct ties to France and to stop being administered under Guadeloupe. Supporters said they needed more local control.
