KYIV - When the scouting organization Plast was reborn in Ukraine in 1990,
it was assumed that, for the first time in history, Ukraine would become
part of the worldwide scouting movement, a member of the World Organization
of Scouting Movements (WOSM).

Plast grew in terms of members (today it has a membership of 10,000);
embraced every region in Ukraine (by 1999, when the last oblast, Sumy,
