Summertime, and the living is easy, or at least that's what the song says.
The living is easy and the moving is slow. Between 100 degree heat and
torrential rain, the weather has failed to cooperate, but August is such a
slow month in the District of Columbia that even the hassle of flooding
doesn't pick up the pace. Congress is gone, and so is Bush, the latter
