Rosh Chodesh, the first day of the month, is considered a minor festival in
Judaism and is treated as a joyful occasion. There is one major exception,
however: Rosh Chodesh Av, the beginning of the month of Av, which lies in
the midst of the most mournful period on the Jewish calendar.

Twelve days prior to the first of Av, the fast of Shev'ah-asar b-Tammuz,
the 17th day of the month of Tammuz, is observed. Five misfortunes took
place in Jewish history on the 17th of Tammuz:
