Brooklyn Borough President Marty Markowitz said that while he understands
the severity of the City's 2003 budget deficit and the need to reduce
traffic congestion in Manhattan, "tolling the East River Bridges is an old
idea that has been roundly rejected in the past because it is both
impractical and discriminatory."

Borough President Markowitz cited three major reasons for rejecting East
River Bridge tolls:

that many more Brooklyn residents drive to Manhattan than vice-versa. And
