This nation of 1 billion-plus people has tried just about every population
disincentive known to man, including paying people to stop having
children. So how to explain that one community here is paying its
members to have more? Call it a sign of demographic desperation. The
Parsis are followers of the prophet Zoroaster and descendants of Persians
