Much to the consternation of its rivals, who say they were left out of
the loop, No. 2 cellular operator Vimpelcom got a new "corporate" client
this month -- the State Duma.
This month, Vimpelcom, which operates under the Beeline brand, gave
all 450 Duma deputies access to its network and a Motorola Talkabout 191
