BOGOTA, Jul. 19 (IPS) -- The Colombian government announced that it would send a formal protest over Nicaragua's decision to allow foreign companies to explore and drill for oil in an area of the Caribbean sea to which Colombia lays claim. Colombian Foreign Minister Guillermo Fernández said yesterday that the government of Andrés Pastrana "most emphatically rejects" Nicaragua's plans, which he described as a "provocation."
