Smolensk Chooses a Governor, THE MOSCOW TIMES

Ending a tense election campaign that included a bloody attack and
a fraud
investigation, the impoverished central region of Smolensk cast ballots
Sunday for governor.
Pre-election polls put incumbent Governor Alexander Prokhorov and
Viktor Maslov, head of the regional branch of the Federal Security
Service,
in the lead with 20 percent and 25 percent, respectively.
The winner needs only a simple majority. Turnout was 55 percent of
the
region's 861,000 registered voters, well above the minimum 25 percent
needed
