Thousands of commuters have begun avoiding rush hours in the three
months since the Port Authority raised bridge and tunnel tolls and gave
drivers an off-peak price break, officials said Tuesday.

The traffic shift was greatest at the George Washington Bridge,
where there were 1,200 more vehicles traveling between midnight and 6
a.m. on an average ...
