The U.S. government report by Stuart Eizenstat, the undersecretary of commerce, on German assets has been generally praised in Switzerland, although it seems to have omitted too many aspects of the situation.

But what is most objectionable about the report is Mr. Eizenstat's personal comments. The report implies that neutrality is moral weakness, but it fails to mention that the vast majority of Swiss people were deeply hostile to Nazism and determined to defend themselves should they be attacked.
