Mr. Chairman and Members of the Committee:

My name is Tom Chaffin and I have lived in Salmon, Idaho since 1953. I currently serve as Chairman of the Lemhi County Board of Commissioners. I thank you for the opportunity to address you on behalf of my fellow citizens.
