Why Today's War Criminals May Become Tomorrow's National Heroes.

There is both bad news and good news for the war criminals and mass murderers of Rwanda and former Yugoslavia.

The bad news, of course, is that in the short term they should expect to bear the wrath of the international community and be tracked down, tried before international tribunals, and punished for their crimes against humanity.

The good news for them is that in a few decades they may be rehabilitated and hailed as "national ...
