Looking for opportunities in the growing Russian economy, a number of
major financial institutions have recently announced large investment initiatives
in the country, and St. Petersburg and the Leningrad Oblast seem set to
receive a significant amount of this money.

In mid June, during the St. Petersburg Economic Forum, Charles Frank,
acting president of the European Bank for Reconstruction and Development
(EBRD), said that he would like to see the Bank, "investing 500 million
