Quick. Name the last Ambassador to Luxembourg. Name any Ambassador to Luxembourg? The tiny grand duchy in Western Europe is not considered one of the top, sensitive postings in this country's diplomatic corps. And it's rare that any ambassadorial nomination attracts enough attention to make the papers.

So, it's interesting that the choice for Luxembourg has become a matter of debate. Last year, President Clinton named James Hormel, heir to part of the meat packing fortune and a member of the U.S.
