ROBERT SIEGEL, HOST: The state of Massachusetts recently opened a maximum security prison, the second in the state. But some are questioning that decision, since most of the state's inmates are considered a lower security risk.

State officials say the issue is safety, but critics say politics is the real reason. From member station WBUR, Monica Brady reports.
