BOB EDWARDS, Host: Independent counsel Lawrence Walsh has completed his final report on the Iran-Contra scandal, but the controversy over his investigation and the Independent Counsel Law, under which he served, endures. Throughout the long investigation, conservative Republicans denounced it as a witch hunt. They like to point out that it lasted seven years and cost some $37 million, but only one minor figure in the Iran-Contra scandal actually served time in prison.
