SARAJEVO, Aug. 19 (IPS) -- The elections on September 14 are
supposed to ensure that the government in Bosnia-Herzegovina is
based on the people's will. But though the quality of the elections
depends on the behavior of Bosnia's political forces,
responsibility for the voting process's success rests mainly with
the world community.
