Thirty years ago Wednesday, President Richard Nixon resolved to invade Cambodia. Four days later, U.S. and South Vietnamese troops entered that country in force. It was, in terms of its effect on American society, the most important turning point in the Vietnam war; it was illegal in both international law and U.S. constitutional law. Until then, the U.S. intervention in Vietnam could be defended as assistance to a government under attack by an insurgent movement supported by a foreign state.
