The national police agency has devised what it believes to be a sure-fire way to turn off demonstrations without firing the peppery tear gas that once floated over the center of Seoul and other large cities during the spring riot season. ''We are placing women on the front line,'' Lee Moo Young, commissioner-general of the agency, said Tuesday. ''There is no need for tear gas.
