Mink Leads APA Caucus: Hawaii representative warns of tough times ahead.

The newly elected chair of the Congressional Asian Pacific American Caucus has a reputation for being a political maverick, and a history of fighting for civil-rights legislation.
Rep. Patsy Mink (D-Hawaii) last week took over the position formerly held by Rep. Norman Mineta (D-California), who resigns from Congress Oct. 10 (see Mineta profile, page 10).
