THE URBAN AGENDA: Legal Services for Poor Under Siege.

Everything, including cherished ideas about equal justice, is up for grabs in the conservative-dominated Congress. If ideologues have their way, the thousands of legal-service offices nation wide would close, and poor people would be denied free legal aid. This must not happen.

Set up by Congress in 1974 to help the poor in civil cases, the nonprofit Legal Services Corporation performs miracles on a meager $400 million annual appropriation. Time magazine named it "the ...
