By expelling Palestinian citizens of the occupied territories,
Israel is once again expressing contempt for international law. Such
mass expulsions, which constitute collective punishment, are explicitly
forbidden by the Fourth Geneva Convention. None of the 418 Palestinians,
who include university professors, doctors, and lawyers, has been
charged with any criminal offense.
