Death penalty statistics reflect ongoing disparity.

If there is one issue which has galvanized the concern of the voters in the election year of 1994, it is the issue of crime. From the president to the governor all the way down to local officials politicians have been seeking to appeal to voters' fear of rising crime by offering increasingly stricter penalties for a wide range of offenses.

But if there is one plank in the crime platform which generates the most ambivalence, it is death penalty.
