PETROPAVLOVSK-KAMCHATSKY, Russia - The threat of disaster has been a constant companion for this Far Eastern port on the Bering Sea. Two spectacularly beautiful, but active, volcanoes loom overhead; earthquake-prone faults run below.
But the cataclysm unfolding on the Kamchatka Peninsula is something altogether different: economic calamity.
The subsidized economy of the Soviet era is evaporating. Food and power are short. Health care is minimal.
