The meeting of the Beersheba municipality's executive council, called to discuss, among other things, how to reduce the city's NIS 540 million deficit, had just ended. Top-level city bureaucrats, councillors, power-brokers, contractors looking for favors, were milling on the second floor, gabbing, laughing, pushing their interests forward with a last, good jostle.
