PARIS (AP) _ World Cup referees may have overreacted to calls from soccer's top official to hand out more suspensions and warnings for rough play, the sport's world body said today.
Two top FIFA officials, acting general secretary Michel Zen-Ruffinen and outgoing president Joao Havelange, were meeting with the referees at their compound north of Paris to try to find middle ground between too little enforcement of the rules and too much.
