Financing the Cost of Disposing of Civilian Nuclear Waste
Starting in 1983, NWPA authorized DOE to charge electric
utilities fees to cover the cost of disposing of the nuclear
waste they generate. Utilities today pay annual fees at a rate of
1 mil (0.1 cent) per kilowatt-hour of electricity generated and
sold by nuclear power plants. The fees, which are recorded in the
budget as mandatory offsetting receipts (a credit against direct
spending), are deposited into the Nuclear Waste Fund, or NWF (a
special fund in the Treasury that records cash flows associated
