RECENT adverse reports on the environment - about smelly water, leaking landfills, polluted waterways, dead rivers, denuded hills, mudslides, flash floods and so on - took me back four years ago to April 2002, when representatives of 52 local governments met in Yokohama City in the Kanagawa Prefecture of Japan.
