Ruling in a lawsuit filed by Puerto Rican Judge Margarita Lopez Torres and
others, a federal judge has struck down the method by which political
bosses choose the candidates for judgeships in the state.
The ruling is a resounding rebuke of a system that for decades has allowed
political bosses to hand out judgeships as political patronage, with party
bosses regularly designating candidates who had given them campaign
contributions and shutting out candidates who refused to go along with
