THIS week, I will comment on the article by Rey P. Naval captioned,
"Martial law? Who cares," published in the Filipino Reporter's issue of
Oct. 14-20, 2005.

There are two types of martial law in jurisprudence. Under American and
English jurisprudence, the concept of martial law is the complete
domination by the military authorities of the government over civilian
