and Public Lands December 14, 2005 Thank you, Chairman Pearce, for the
opportunity to test ify regarding the act of 1916 that created the National
Park Service. My testimony is about the battle ever since over whether
Congress intended to encourage parks for public use as well as preservation
or simply preservation with public use becoming a minor sidelight. American
