Wednesday, September 28, 2005 -- The Tel Aviv municipality's recent decision to grant business licenses to striptease clubs has provoked the ire of women's organizations in Israel.

But according to Elchanan Meshy, director of the municipality's business licensing department, "It's all a question of how you look at the story."
