The Iraqi Parliament approved appointments on Sunday for six cabinet positions that had remained vacant even after the rest of the government was sworn in last week, but one of the ministers, a Sunni Arab, declined the nomination. The parliamentary approval for Iraq's first fully and freely elected democratic government came after weeks of wrangling to balance the demands of Iraq's ethnic and sectarian groups.
