LINCOLN, Neb. - Gov. Dave Heineman plans to tighten hiring procedures after a state agency offered a job to a former New Jersey man convicted of murdering Dian Fossey, the American wildlife researcher whose work in Africa was the subject of the movie "Gorillas in the Mist," a spokesman said Tuesday.
