The United Nations secretary general, Kofi Annan, pledged international support for creating a Palestinian state in talks with the Palestinian leader, Mahmoud Abbas, on Monday, the eve of internal Palestinian negotiations on the current truce. ''I think that the positive developments here give us a chance to re-energize the process and work to ensure that the day when a Palestinian state will be established, living side by side with Israel, will not be too long,'' said Annan, who visited Abbas in the West Bank city of Ramallah.
