Maneuvering over the new Iraqi government intensified on Wednesday after the interim prime minister, Ayad Allawi, confirmed that he would form a coalition to challenge the victorious Shiite alliance and the doctor it has selected as its candidate for prime minister. The announcement was not unexpected; Allawi said in an interview on Tuesday that he was ready to mount such a challenge.
