ROME, Dec. 21 (Xinhua) -- Italian Premier Silvio Berlusconi said on
Tuesday he was fighting a "war" in Europe to change the Stability Pact
so that members such as Italy could invest in their infrastructure. The
premier said it was necessary to adjust the Stability Pact rule which says
that euro zone members must keep their budget deficits under 3 percent
of GDP. That rule should apply only to current account spending, he said.
